Summary
President Julie Epperson called the regular Council meeting to order at 7:00 PM. Present were Brian Kaczorowski, Dennis Kundinger, Leslie Shenberger, Marcus Sting, Debra Sy, and Julie Epperson; Aaron Kuhl was absent. Major actions: approval of the May 18, 2026 agenda and several minutes; approval of multiple grounds use applications (Touch-A-Truck, Community Picnic, American Legion Memorial Day Parade/Service, Community Garden, Sebewaing Township Fire Department event, Sebewaing Chamber of Commerce for Michigan Sugar Festival); hiring of DPW seasonal employee William Welch; approvals for concrete and sidewalk replacement by Faber Masonry LLC; approval of a chickens variance at 759 Davis Street; rescission of Resolution #05-2025-2026 and authorization to pay for the vactor truck from maturing CDs; approval for Light & Water actions including job title change to General Manager, financial reports, pump purchase up to $11,000, retirement additions paperwork, and Resolution #07-2026-2027 authorizing sale of Albert Street property; and approval of monthly bills totaling $721,069.16. The meeting was adjourned at 8:12 PM.

V. Approval of Minutes - Council and Committees
Motion by Kaczorowski seconded by Sting to approve the minutes of the April 20, 2026 Regular Council, May 4, 2026 DPW, Office Administration, Police and May 5, 2026 Light & Water Committee minutes, as presented. MOTION CARRIED
VII. Public Comment
Sebewaing Township Librarian Laura Nimtz, addressed the Council concerning the DDA Façade Grant. The library wanted to apply and was told they couldn’t apply because the Sebewaing Township does not pay Village taxes. They would like to apply for the DDA Façade grant to provide front and back entries to comply with the Americans with Disabilities Act (ADA). Laura was told by government official; a non-profit and tax-exempt entities would be able to apply for the Façade grant. Laura was asked to supply in writing to the Village Council, the government official statement so it can be documented.

1. Ground Use Applications
a. Touch-A-Truck
Motion by Kaczorowski seconded by Kundinger to approve the Touch-A-Truck Grounds Use Application for Sebewaing Township Library to use part of 249 N. Center Street (former LMS) property, block Center Street from the South Side of Sebewaing Fire Department driveway to Washington Street and waive the required liability insurance, on Monday, July 13, 2026, as amended.

b. Community Picnic

Motion by Kaczorowski seconded by Sting to approve the American Legion Post 293 Memorial Day Parade and Service at 10:30 am on Monday, May 25, 2026 as presented. MOTION CARRIED
2. Seasonal Employee
Motion by Kaczorowski seconded by Kundinger to approve the hiring of William Welch, DPW Seasonal Employee pending an interview, for a starting wage of $13.73 an hour.

Motion by Kaczorowski seconded by Kundinger to approve Faber Masonry LLC to remove & replace concrete approaches on the North and South side of the Center Street bridge as marked by the DPW, at a cost not to exceed $42,000.00, as presented.

4. Replace Sidewalk
Motion by Kaczorowski seconded by Sting to approve Faber Masonry LLC to remove & replace 100’x12’x4” of sidewalk on the East side of Center Street by 42 & 50 North Center Street, at a cost not to exceed $15,500.00, as presented.

5. Keeping of Livestock or Fowl Variance - Chickens
Motion by Kaczorowski seconded by Kundinger to approve a resident’s request to raise no more than ten (10) chickens at 759 Davis Street parcel #39-007-025-00 per Village of Sebewaing Ordinance §91.04 Keeping of Livestock or Fowl and said permit shall be valid for the time period this property is owned and occupied by the current resident.

6. Vactor Truck Resolution
Resolve by Kaczorowski seconded by Kundinger to rescind Resolution #05-2025-2026 for the Financial Institution Loan in the amount of $215,670.00 from Thumb Bank & Trust at the interest rate of 4.8% fixed to be paid back with 5 years of the purchase of the Vactor Truck for the Village of Sebewaing.
- The Village of Sebewaing has 2 CD’s maturing end of May with sewer funds to pay the vactor truck in full.

Resolved by Sting seconded by Kundinger to approve Resolution #07-2026-2027 to authorize the Light and Water General Manager Charlene Hudson to sign the sale documents and deed for the Albert Street land property ID# 39-008-009-31, as amended to change the sale price wording to forty.

A. Community Garden
Motion by Sting seconded by Shenberger to approve the Community Garden Grounds Use Application to use 21 W. Sebewaing Street (North side of Village owned lot), as presented. MOTION CARRIED
B. Sebewaing Township Fire Department Smoke & Sirens
Motion by Sting seconded by Kaczorowski to approve the use of 249 N. Center Street on July 24, 2026 from 7:00 PM to 12:00 AM by the Sebewaing Township Fire Department for their event, formerly known as William Street, as presented. MOTION CARRIED
C. Sebewaing Chamber of Commerce
Motion by Kaczorowski seconded by Shenberger to approve the Sebewaing Chamber of Commerce Grounds Use Application to use part of 249 N. Center Street (formerly LMS), during the Michigan Sugar Festival from June 19 – 21, 2026, as presented. MOTION CARRIED
XIII. Commission Reports & Other Business
A. DDA Meeting
There will be a special DDA meeting Tuesday, May 19, 2026 to discuss a resubmitted Façade grant.
B. Planning Commission
Currently working on a shipping container and short-term rental ordinance. Also, helping Spicer on updating the Recreation and Master Plans.
C. Harbor Commission
Meetings held April 18, 2026 and May 14, 2026 Trustee Sting reported busy with normal yearly operations.
D. Monthly Bills
Motion by Kundinger seconded by Kaczorowski to approve the bills for the month in the amount of $721,069.16, as presented.

XIV. Public Comments
Attendee ask “what ride is going to be downtown during Sugar Festival”, answer was Ride a Clyde. Resident who lives out by the marina reported a tree fell into one of the cuts.
XV. Council Comment
When adding things to the Community Garden those additions will be brought to DPW committee. The DDA meetings and times are set in their by-laws.
