Section 58.29
If the council shall fail to make any public improvement petitioned for under the provisions of section 58- 4 during the calendar year during which any petition is filed, such petition shall be reconsidered by the council prior to March 1 of the succeeding calendar year for the purpose of determining whether such improvement should be made during such calendar year.
