All garbage and refuse not otherwise disposed of to the satisfaction of the village shall be disposed of as follows: Garbage shall be placed in containers which meet the requirements of division 3. Refuse shall be placed in suitable containers which meet the requirements of division 3. The garbage thus deposited shall be removed not less than once each week and the refuse shall be removed as often as may be necessary.
