Section 54.52
In the interest of providing the services as contemplated in this article, the village council shall have the right to enter into contracts with one or more contractors to provide the services required by this article, and no person shall undertake to dispose of garbage or rubbish for others without authority of the village council, and without there being in existence a contract between the village and the licensee for such purposes.
