Section 18.82
Application for a license to engage in the business of moving structures shall be made to the village clerk on a form furnished for such purposes. The village clerk shall make an investigation of the training, experience, qualifications and character of the applicant to determine his fitness to engage in the operating of the business, and shall issue or refuse to issue the license within ten days.
