During a vacancy in the office of village manager, or in the event of termination of the term of an interim village manager under subsection (b) of this section, the president of the village shall exercise supervision over the affairs of the village and over the public property belonging to the village. If the village determines that an interim manager should be appointed, the president, with the concurrence of four or more trustees, may appoint or designate an acting manager during a vacancy in the office of village manager and shall make a permanent appointment within 180 days from the effective date of the vacancy.
